By placing a high-density artificial intelligence hub near sensitive wetlands, the development highlights the escalating conflict between AI's resource demands and critical conservation efforts.

Groundwater and grid strain dominate local concerns over the 600 MW Project Tango facility. Proposed by PBA Holdings, Inc., the data center is located about 16 miles west of the Mar-a-Lago estate on a parcel surrounded by water. Based on estimates from the US Energy Information Administration, a facility of this size at peak capacity could consume as much electricity as 500,000 American homes, requiring costly grid upgrades that threaten to increase household electricity bills.

The proximity of the site to the Florida Everglades—where the state and federal governments have spent a combined $6 billion on restoration efforts—has mobilized environmental advocates. Of particular concern is the waste heat generated by the 600 MW load. Although project manager Ernie Cox stated that the facility would utilize a water-saving closed-loop cooling system that recirculates water, local advocates like the Lake Worth Waterkeeper warn that the heat must still be dissipated. Even a 1°C to 2°C (2°F to 4°F) increase in local downwind air and water temperatures could accelerate toxic blue-green algae (cyanobacteria) blooms. These blooms produce microcystin, a dangerous toxin that can contaminate drinking water and trigger public health alerts, such as the caution issued by the Florida Department of Health on Lake Okeechobee.

Additionally, residents of the adjacent planned community of Arden highlighted that the facility would be constructed only 1,200 feet from a local elementary school. In response to community concerns over noise, traffic, heat, and ratepayer impacts, Palm Beach County zoning commissioners voted 5-1 to deny a key expansion of the project.

Why this matters

This dispute illustrates the physical limits that resource-intensive AI workloads are beginning to hit. While data center developers have traditionally focused on grid capacity, the ecological footprint—specifically thermal pollution and local water quality—is becoming a decisive battleground. When high-density server farms are built near fragile ecosystems, the "invisible" footprint of AI training and inference becomes a visible threat to local communities and conservation projects.

Across the United States, communities are pushing back against the rapid expansion of hyperscale data centers. Florida has already seen several counties proposed for data center moratoriums as residents seek to prevent rising household utility bills and water strain. PBA Holdings selected the Western Palm Beach site due to its proximity to the West County Energy Center, the largest natural gas power plant in the United States operated by Florida Power & Light Company. A primary open question is how the developers will proceed following the county zoning commission's 5-1 denial of their expansion request. PBA Holdings still has two administrative applications on the table that could allow them to add square footage to the site under existing light industrial zoning. Environmental lawyers from Earthjustice, representing neighbors in the Western Palm Beach Community Alliance, argue that the off-site noise, air, and heat pollution from a hyperscale data center far exceed the impacts of previously approved light industrial uses, leaving the site’s ultimate legal status in limbo.

Next month, Palm Beach County commissioners are scheduled to vote on a comprehensive moratorium against large-scale data center developments, a path already taken by several other Florida counties. Observers will watch closely to see if the county enacts a complete freeze to draft stricter regulations. Meanwhile, PBA Holdings is evaluating its options, while local advocacy groups continue to petition state and federal representatives to establish firm guardrails protecting public resources from AI infrastructure.
