PPL-Blackstone joint venture targets massive behind-the-meter generation

A non-utility joint venture between PPL Corp. and Blackstone Infrastructure has secured reservation agreements for more than 5 gigawatts of gas turbines. The venture, named Invitium Energy, aims to construct on-site combined-cycle gas plants to power AI data centers, bypassing public power grid interconnection backlogs across Pennsylvania.

Under the non-utility joint venture, in which PPL holds a 51% stake, Invitium Energy has secured physical sites across Pennsylvania capable of hosting up to 14 gigawatts of new generation. The agreements cover more than 5 gigawatts (GW) of combined-cycle gas turbines, representing a potential capital investment of up to $15 billion through 2032.

Additionally, the PJM Interconnection has accepted approximately 5 GW of Invitium’s proposed generation projects into its interconnection queue. While commercial income from these long-term energy supply services agreements is not anticipated until the turbines go online—potentially as early as 2031—Invitium is also evaluating near-term energy storage options, such as battery deployments.

Meanwhile, PPL Electric reported that its service territory's under-construction data center load surged to more than 6.5 GW during the second quarter, up from 5 GW in the previous quarter. The utility's advanced data center pipeline in Pennsylvania grew 12% to a massive 31.8 GW, including 11 GW of projects already backed by electric service agreements to shield residential ratepayers.

The massive scale of Invitium's 5 GW turbine reservation illustrates how AI's unrelenting demand for electricity is forcing a dramatic shift toward off-grid, behind-the-meter natural gas generation. Bypassing public transmission lines allows hyperscalers to deploy high-density compute capacity years faster than standard grid interconnections allow, but locks in long-term fossil-fuel reliance.

Context

This venture is a key milestone for PPL and Blackstone, who established Invitium last year specifically to build, own, and operate dedicated power plants for hyperscale AI facilities. As transmission networks like the 13-state PJM Interconnection struggle to integrate massive new loads, developers are increasingly turning to private generation agreements to guarantee energy supply.

What happens next

Invitium Energy is actively negotiating with hyperscalers and expects to announce at least one major data center power supply contract by the end of 2026. State-level regulators and environmental groups are likely to heavily scrutinize the permits for the proposed 5 GW of combined-cycle gas plants, particularly in light of growing regional concerns over carbon emissions and local air quality.
