Under the new directive, both the Public Utility Commission of Texas (PUCT) and the Electric Reliability Council of Texas (ERCOT) will collect critical operational data from developers to manage the unprecedented surge in grid connection requests. The move comes as ERCOT's interconnection queue reached 474 gigawatts of connection requests, with data centers making up approximately 90% of those requests.

The volume of requested capacity has more than doubled in less than six months, rising from 233 gigawatts in January. The current queue of 474 gigawatts represents more than five times ERCOT's total peak demand. Historically, Texas has been a premier hub for data center development, second only to Virginia, driven by affordable electricity rates, abundant natural gas, and rapid solar expansion, which grew fourfold between 2021 and 2025. However, the sheer scale of proposed projects has prompted state leadership to transition from a voluntary survey approach to a mandatory auditing mechanism.
