The UK's energy regulator, Ofgem, is introducing new regulations to purge "phantom" data center applications from the national electricity grid queue. Surging artificial intelligence workloads have driven proposed data center connection requests to 73 gigawatts, clogging grid capacity planning and delaying viable infrastructure projects.

Key details

Between November 2024 and June 2025, total electricity demand in the UK connection queue surged from 41 gigawatts to 125 gigawatts. Data center proposals accounted for 73 gigawatts of that total—equivalent to one and a half times the entire peak electricity demand of the United Kingdom last year.

Grid experts and industry observers warn that much of this demand is speculative. Under existing rules, developers could join the connection queue for a nominal fee of a few thousand dollars without demonstrating project viability or land rights. To curb speculative "queue squatting" and land-scalping, Ofgem is proposing substantial new financial fees and milestone requirements. However, industry groups warn that setting entry fees too high risks pricing out independent AI data center operators such as Nscale, which has pledged multi-billion-dollar investments in UK compute infrastructure.

Speculative queue requests force grid operators to run complex, time-consuming network stability studies for projects that may never be built. This artificial congestion delays legitimate AI compute projects, threatens national digital infrastructure goals, and risks diverting capital to international markets with faster grid access.

The UK designated data centers as critical national infrastructure in late 2024, triggering a flood of interconnection filings. Across the United States and Europe, grid operators face similar multi-year interconnection bottlenecks driven by high-density AI training clusters and rising power requirements.

Ofgem is reviewing industry feedback on proposed fee structures before finalizing connection rules. The regulator aims to strike a balance between deterring speculative applications and preserving the UK's attractiveness for long-term AI infrastructure investment.
